The following is a slight change to what I have told some of you regarding leave during the shutdown. Hopefully this clears it up. Let me know if you have any questions.

Leave

The Agency has given guidance to their ATMs that all types of leave should be approved/disapproved in accordance with the various caveats contained within the CBA.

Just know that whatever type of leave that is taken will be coded as furlough. Congress and the President will determine whether employees who were in a furlough status during the shutdown will receive pay for the furlough period. That determination will not be made until an agreement is reached to fund the government. There is no guarantee that BUEs will be paid for time spent in a furlough status and because furloughed employees were made whole during previous shutdowns does not mean that they will be made whole this time around.

Regarding Pay

From the National Office update sent today:

Many of you are rightfully concerned about if and when you will receive a paycheck. All employees will receive a regular paycheck for the period covering Dec. 9, 2018 through Dec. 22, 2018, on Dec. 31, 2018. The FAA will continue to incur obligations to pay for services performed by excepted employees during this lapse in appropriations, and those employees will be paid after Congress passes, and the President signs, a new appropriation or continuing resolution. This includes all premium pay (e.g. night differential, CIC, OJTI, Sunday) and overtime. Congress and the President will determine whether employees who were in a furlough status during the shutdown will receive pay for the furlough period.
