Staffing Sucks

Thank you to everyone who has been bringing my attention to shifts that are being worked too far under guides. I have had some success with getting them to add OT. Please keep letting me know about these so we can address them. Make sure you are checking the spot in CEDAR where OT notifications will be posted. There are quite a few on the schedule that came out yesterday.

TMU LSC Feedback

I have received absolutely 0 emails regarding the LSC’s request for feedback about issues with TMU. I have had a few people come to me in person with issues. I will take your silence on this matter to mean that the vast majority of you are satisfied with the relationship we have with TMU and that you are fine with how they do things. If this is not the case, please let me know.

Better Maps

I am working with Kevin Miller to get our maps expanded. I have asked to see all of Cascade Eugene sector and to extend the boundaries on the east side of sector 13. All of them, ZOA, ZLC, and 16. I have also asked to show the ZOA sector that is further south past O42 and possibly NorCal approach. Those last two are ones you would have to scope out to see. If you can think of anything else we should consider adding, please let me know.

Weekly Update 5/19

All,

Hope everyone is having a good week. We’ve got Jackson, Denise, and Caleb up in DC talking to our Senators and Congressmen on behalf of the Union this week so big thanks to them for that. If you are interested in our lobbying efforts, make sure you ask them when they get back. Devin Carlisto is also a good resource for legislative issues if you are interested. New lanyards are in! Come by the office or ask me to get you one and I will gladly get you one. Alright, on to the update.

Staffing is Getting Worse

Chris Hewitt has decided that the ranks of ZSE Mgmt are a good fit for him and has accepted a 180 day detail to be a supe. According to Lee Kramer, Hewitt will be going to the B Area to be a supe and we will be getting Jared Simpach. Lee and I discussed when the best time was for Chris to leave us and I said October unless you want to pay a bunch of OT. They opted to pay the OT and are pulling him from the D area on 6/23. This is obviously not good for our staffing. What little spot leave is currently available for shifts Hewitt was on will be gone. We will be keeping a close eye on the shifts Hewitt is vacating and making sure they do not publish them under guides or work them short when they shouldn’t. Please help me in doing that.

TMU Issues

Ok so I am counting on a lot of feedback here based on the amount of it I hear on the floor. The LSC is going to try to help TMU and the areas improve relations. So I know you all have had some issue at some point or another with metering or any number of things involving TMU. Please take the 5 minutes out of your day to email me those issues or questions and we might be able to work to correct them and improve our relationship with TMU. You can reply directly to this email and it will go to me.

Constitution Changes

At the upcoming members meeting on June 13th at 2:30pm at the Rainbow Cafe in Auburn we will be voting on some proposed changes that I have to our local constitution. Click HERE to read more about them. Feel free to ask me any questions about them.

PDX Metering Workgroup

Thank you to those who volunteered for this.  I am always impressed by those who are willing to step up and help out with issues in the building.  We should have this all put together in the next few days.

Line Solicitation

We are soliciting for volunteers to fill the open spot on Wed/Thurs so make sure you sign the sheet posted in the area.

Overhead Maps/Memory Aids

Due to some feedback I got on the overhead maps, for now we are going to leave them where they are.  As for the bay headers with holding info and all that, I am still looking to update those and I am open to all input you guys have on what should be on there.

FSS Phone Numbers

Amy updated the FSS numbers posted under the glass in the area.  These are all new due to the move to FTW.  So if you had any of those memorized, make sure you double check before calling.

PDX Metering Art 114 Workgroup

All,

We are putting together an Article 114 workgroup to come up with procedures for PDX metering. This will include arcs, fixes, how much delay we take and all procedures related to PDX metering. Each area will be represented on the workgroup. The workgroup will make a recommendation to Don and Derek as to what the procedures should be.

Weekly Update 5/5

VSCS Button Missing

From Garret — The WADS Bigfoot shout line we had for years, IA-143, was disconnected by the military a few weeks ago.  It was considered redundant because ZSE also has the IA-145 line for WADS.  The A and B areas already have that line mapped to their VSCS pages, but for some reason the D area doesn't.  Ray LaRoche (the ZSE VSCS Specialist) will soon add the IA-145 line to our VSCS pages and place them in the same place that the old IA-143 line used to be. 

In the meantime, if you need to reach Bigfoot, you have the following options:

  • On sector there are two phone numbers listed as well as two speed dial options on the D AREA INTERPHONE NUMBERS quick reference sheet.

  • The IA-156 (WADS Tinker)

  • Have the OM call or get you a number to call.

MFR Tower

The other night Cascade MFR went home but MFR tower stayed open.  This is not a normal operation and we are working on a contingency plan rewrite to make sure things go smoothly when this happens.  Until we get that done, if you find yourself working with Cascade Medford gone and tower still there, I would remind them to make sure they pass down times of all aircraft.  I would also verify the departure procedure and frequency that you want the aircraft on.

Overhead Maps/Memory Aids

I’ve been approached by several people about this issue so I think it’s time to address it.  It’s been quite some time since we have updated the positioning of our overhead maps and the bay headers with holding instructions on them in the area.  In the past, we had the sectional with the MIA altitudes above the low altitude R sides because it wasn't available on the scopes. Now that it is, it would be more helpful/relevant to swap positions with the low altitude sectional maps.  As for the airport bay headers, those could be simplified.  Probably by removing the initial approach altitude and holding info that may no longer be accurate.  Those approaches get tweaked so often that I believe most people would not trust that info anyway. If you have input on how that should look, please let me know ASAP.  Otherwise I will just ask around a little and change it to whatever matches the input received.

OT Notifications

In the past there has been a sheet posted with all of the overtimes that were assigned in a pay period.  That is no longer the case.  Vaden has been putting notifications in CEDAR of when you are assigned OT (as well as putting it on the schedule, obviously).  These notifications are easy to miss if you don’t know where to look.  I have attached a screenshot to show you what to look for.  You can also receive these through email notification (to your personal email) if you have those turned on in CEDAR.  I attached a screen grab of how to do that as well.

Weekly Update 4/21

I hope everyone is having a good week and a good Easter for those of you who partake in that. I hid Easter eggs for my kid all over the yard and he hasn’t found a single one yet. 😂😂 We have quite a few trainees upstairs now so if you have some free time on your breaks try to take some time to head up there are introduce yourself. I’m sure they would appreciate a break in the studying.

Staffing

There isn’t much to report right now but I want to hammer home a few points about the staffing issues we have faced over the last few weeks and I assume will continue to face into the summer.

When I bring issues of short staffing to mgmt I am always met with comments about how long our breaks are and that no one is going over two hours. So far that is true. But I believe that is largely because of the amount of pride we all have in the work we do. There are often situations where one of us agrees to work a busy sector without a D side because we know that if we say we need one, the one person that is on break is going to get paged back at 20 minutes after being on position for 1+45. So by having pride in our work, we are making the numbers look good for mgmt. I am saying all of this to encourage you to not put yourself in unsafe situations. If you need a sector split or you need a D side, tell mgmt. Regardless of what the staffing is. Safety is the first priority for us and it is important that we take it seriously even if it feels like they don’t. There is also a flip side to that. If you are the one that gets paged back from break just try to be gracious and understand the greater good. It doesn’t happen often and you could be on the receiving end of the help next time around. I would hate for us to get into a mindset that we shouldn’t be asking for help when we need it.

On that note, if you ask for a D side or a sector split or any kind of help and they are unable to provide it due to staffing, let me know immediately. These are also situations that you can file an ATSAP report on and I highly recommend doing that if you feel like safety was compromised.

I am also looking into the discrepancy in staffing between 4/13 and 4/20. Both are Saturday shifts. Mgmt denied leave on 4/20 that would have put us 2 under. I agree with that decision, we should not be going that low just for leave. However, the previous week (4/13), sick hits took us down to 3 under guides and no effort was made to remedy that shortage. So on 4/20 it was decided that 8 was the minimum number of people we could have, but on 4/13, when it would have cost the agency OT money to get to 8, it was decided that 6 was ok. The inconsistency there is a real problem for me and it is something I am addressing with mgmt. Those are exactly the type of situations that I need to know about so that I can address them. If you see something like that, please let me know.

One final note on all this staffing stuff. There are still plenty of days where staffing is really good. If on those days, sectors are split just to make sure we are using the people we have, I would encourage you not to balk too hard at that. I know that it sucks when you think you are about to have a day of great rotations and solid breaks then all of the sudden 14 and 15 are split and someone is working 10 with 1 airplane in it. Using the staffing we have when we have it is the only way to make an argument that we should keep what we have or increase it. If we show them that we only need 6 people to run a shift then they are gonna try to staff the D area with 20 people or something ridiculous like that.

I know there are a lot of angles to all of this and you may not agree with my thoughts on all of this. If that is the case I welcome any fresh viewpoints and ideas on how to handle these issues with mgmt.

Webscheduler App

This is from the National Office:

It has come to our attention that an APP has been developed to access Air Traffic Web Schedules program without the approval of the FAA and should not be used.  This is a reminder “The use of personally owned equipment, contractor furnished equipment, vendor equipment, or other non-GFE to connect remotely to the FAA network requires explicit written approval of the FAA CIO prior to their use, which includes APPS on mobile device.”

It’s unclear to me why they capitalized APP but the message is clear either way.  I have seen this app around and I know it is popular.  Please do not use any apps to access FAA networks.

Poor Staffing

So it has been a rough week or so for staffing in the area.  Management has been really rolling the dice by going under guides.  This is something I can bitch at them for but I can't stop them from working a shift under guides.  We just need to keep track of when it happens and make sure they are being consistent about it.  By that I mean if they are denying leave to go under guides but going 3 under to accommodate a class or something then I can address that with them. 

Most importantly, if you work a shift under guides, especially some of these ones that are 2-3 under, please let me know if anything unacceptable is going on on those shifts.  By that I mean are they:

  • Pushing you over 2 hours?

  • Not giving you help (D-sides, etc) when you ask? 

  • Not accomplishing training?

  • Unsafely combining sectors?

These are things we can address.  But I can't just go to them and tell them everything needs to be at guides all the time because:

  1. They ultimately have the right to assign work, we just have to have a discussion about it.

  2. If I push for them to be at guides all the time I am concerned that they would deny more leave instead of approving leave to go under guides.

This is all a bit of a tricky thing to navigate with mgmt.  I appreciate any details you can provide about these situations as they arise.

Weekly Update 4/7

I hope all is well. I will be back to work this Wednesday, 4/10. Amy is currently on leave as well so if anything comes up don’t hesitate to reach out to me. I am back up and running with rep duties now. Not much to report for now.

Article 5 Solicitation

Just wanted to remind you all that we are still solicitation volunteers for the upcoming article 5. Big thanks to those of you who have volunteered. I believe we are closing the solicitation on 4/12. Make sure you let your supe or me know if you are interested. Here are the details:

Class 1932 - Jeremy Papa and Miles Hamper. It will be a D side class. May 28th - July 12th.

ZSE Secretary Position

We have received a few volunteers for this position and want to make sure everyone who wants to be considered will be. It’s a great opportunity to learn on the job from Amy and also to do it as a trial run only through the end of the year to see if you like it. Please let any eboard member know if you are interested. I imagine we will be deciding this within the next week.

Thanks again to everyone who chipped in on Bill’s retirement gift. I couldn’t make the party but I know he was grateful to those of you who did. With the donated money, Amy was able to get him a $500 AirBnB gift card and a $60 restaurant gift card as well as a coffee mug. The local also bought him a plaque that had the section of map including his fix on it. Attached to the bottom of this email is the card Amy put it all in (for those of us who couldn’t make it).

Weekly Update 3/31

Hope everyone is having a good week. Baby is healthy and happy for those that have been asking. I appreciate all the congratulations/well wishes very much. I am still adjusting to the new sleep cycle of waking up every 2 hours. I was able to attend an Eboard meeting last Friday and we had some in depth discussions about where to go from here with the Local now that Alex will be leaving us. You can expect an email from Derek Adams in the near future regarding that.

Just a few other quick things.

New Arrival

Academy Grad Robert Morgan will be arriving arriving 4/1 and coming to the D area. I won’t be back in the building for at least another week so if you guys want to go up there and great him, that would be awesome.

Article 5 Instructors Still Needed

Jeremy Papa and Miles Hamper still need an instructor. It will be a D side class. The dates will be May 28th - July 12th. Let me, Amy, or your supervisor know if you are interested.

Weekly Update 3/17

HAPPY BIRTHDAY BILL!

Bill is now the oldest controller at ZSE. I am assuming that anyway. Hope everyone is having a pleasant St. Patrick’s Day. Drive safe or call a Lyft/Uber. You all make too much money to cheap out on a ride home and get yourself in trouble. Call me and I will call you one.

Anyway, here is the update.

UNUM

As previously briefed, the original NATCA/UNUM Long Term Disability (LTD) Open Enrollment period, that was scheduled to begin February 1st, was postponed due to the Government Shutdown. The National Benefits Committee worked with UNUM and our Public Affairs Department to reschedule the Open Enrollment period to start May 1st and end on July 31st. More info on this to follow as it gets closer. Keep your eyes peeled.

2300 Mids

Lee has mentioned to me, without any supporting information, that he doesn’t like the 2300 mids. He says that we are having to combine sectors too early and that we will end up needing to hold people over in the summer to match up with traffic. He wants our mids to start at 2230. I have no interest in changing our schedule mid year. If evidence begins to pile up that we should though, I will have to at least look at it. However, I have seen absolutely nothing that supports changing our shift start times for any shift this year. If you disagree with that, please let me know so I can address it. Especially if you are a 1600er or a Midder.

AWS 7s and 9s

There has been some confusion amongst the ranks of mgmt as to whether or not someone can request a 7hr and 9hr shift on a weekly basis. Alex and Don are discussing this at the facility level. However, we have done it in the past. The contract supports it as does our MOU. If you run into an issue where this is denied for no other reason than mgmt thinking they can’t approve it. Please let me know.

ACV Shack

ACV has a need to replace the shelter for RWY 32 ILS LOC. The proposed dates of construction are 4/2/2019 thru 4/19/2019. NOTAMs and briefings to follow. Just a heads up.

Article 5 Needed

Class 1932 (Jeremy Papa and Miles Hamper) needs an instructor. This will be a D-side class that runs from May 28th to July 12th. Let me know if you are interested.

Side note - I had no idea how they number those classes and Liz explained it to me. Thought you guys might be interested to know as well. Maybe I’m the only one who didn’t know. ¯\_(ツ)_/¯

The class name (1932) means year 2019 (19), D side (3), sequential number class throughout the year (2nd D side class of the year).

Shutdown Lawsuit

From RVP Eddie De Lisle regarding the shutdown lawsuit:

We are still compiling data for our shutdown lawsuit. Please forward the below information to me as soon as possible.

Now that PP04 has been paid, our members should have been made whole for PP02 overtime. In order to better pursue our lawsuit can you please ask facreps for information from members who worked overtime in PP02 during the shutdown if they have received that pay and if they have received a proper accounting of that pay in an LES. If there are members who have not please send me the specifics and copies of the LES. Even if they have received pay, if they haven’t received an accounting we need to know.

So if this applies to you, let me know ASAP.

Weekly Update 3/10

I hope you are having a great week.  No tricks in this email.  That was fun finding out who only reads the first line of emails before freaking out though.  Just as a clarification on that, Amy Sizemore will be taking over my duties temporarily when my wife finally has this damn baby in a few weeks.  Just a few quick things this week.

Blue Buttons

I have pursued options for moving the blue button to the dead key in the top right and I found out that it is not possible to move it to that spot. We are going to have to just adapt to losing that key. We are all in this one together.  I’ve been using that as my space key for almost 12 years. It’s gonna be a tough transition. If you have specific questions about the logistics of it, Alex has asked that you ask him or Derek since they can provide better clarification than me. Thanks for understanding.

Health Exam Notifications

Matt Dippe and I both discovered this week that CEDAR notifications are not going out for health exams that Lora is scheduling for us.  Apparently the only notice we are getting is in our mail slots.  So if you have one coming up, make sure you are checking that mail slot.  I’ll address that issue and try to make sure at least a CEDAR notification goes out.

Archie League Awards

The deadline for Archie League nominations is 4/30.  Not many have been submitted so if you know of one, please submit it or let me help you submit it.

Any NATCA member can nominate another member in good standing. Only NATCA members can be nominated for an Archie League Medal of Safety Award. Nominated events should include a controller or team of controllers who have gone above and beyond during an emergency situation, or in efforts to keep the National Airspace System safe.

All events between May 1, 2018 and April 30, 2019 are eligible for nomination. All winners will be honored during Communicating For Safety (CFS) 2019, which will be held Sept. 16-18, 2019 at Bally's Las Vegas.

In order to nominate, please have the members name(s) and contact information, the date of the event, the pilot and aircraft information, a written description of the event, audio and/or radar files, and any other information that could support the nomination on hand.

Pay

Still a lot to sort out on pay issues. There are a lot of strange things showing up on pay stubs. I have something on mine that says “Federal Debt Recovery - Involuntary.” The charge is only for $1.67 but that coding is a little weird/harsh. I would strongly recommend calling the DOI if you have any questions about anything on your pay stub. Unfortunately, due to privacy issues, this is not something I can do for you. The DOI number is 1-888-367-1622.

Also, several of you have received overpayment notices asking you to pay the government back. I highly recommend double checking the DOI’s math on these before paying them. You can call the DOI to explain it. Also, James Darlington has made himself available to answer any questions that he can about pay issues. This is all uncharted territory and every case is different so I can’t overstate the importance of doing your due diligence on this.

Weekly Update 3/3

All,

I hope everyone is having a good week. I don’t have much this week, just a couple quick things. Firstly, as most of you know, my wife and I are having our first child at some point in the next month. I will be out for some time after that happens so I have reached out to Al Passero and he has agreed to make himself available for all rep related things. I think you all have his info already. Anyway, on to the update.

Blue Buttons

Please keep letting me know if this is going to be an issue for you. As I said last week, I have no idea if I can affect any change on this issue, but I need to know I have your backing before I can even try.

Cascade Restrictions

The temporary procedures we used for restrictions at EUG and MFR will become permanent some time in the near future. We might pursue adding a fix eventually but for now we will stick with the arc. You may have seen a few times where MFR ran aircraft up over SAMIE when they were showing a north flow. It is my understanding that that will happen less in the summer. However, if an aircraft from the south is direct SAMIE for and approach to 14 and MFR is in a North flow, my expectation is that MFR will approve them still descending. More on that as it happens.

Pilot Discussion

Below is a chopped up email exchange that Garret had with some Delta pilots about pilot workload when a controller issues a route change in combination with a holding clearance that includes a STAR transition that was not previously in the flight plan. I figured it might be interesting or useful to us so here it is:

Question:

Inbound to SEA, your currently assigned route is direct BTG.HAWKZ7.SEA (No transition). At some point, holding becomes necessary so the controller issues direct KNGDM with a clearance to "hold as published".

The published holding at KNGDM is built along the LMT transition. Since you were not previously on that transition, how much additional workload is this kind of clearance? Are there any other impacts?

Pilot 1 Answer:

Any time a hold clearance/arrival change is issued it cranks up the workload a notch since we now have to start thinking about divert (bingo) fuel calculations and coordinating with dispatch to compare numbers. If we are carrying lots of extra gas and it's a nice day in SEA then those calculations are not as pressing as say an oceanic flight coming back from HNL to do a CATIII in SEA. Also compounding things is the distance to hold fix. If we're only a few miles away, time compression can increase workload as opposed to getting a hold clearance 75 miles away when we're expecting it. And yet another factor is, have we already initiated descent? As soon as we start changing altitude then our attention is divided between managing the descent and changing the flight plan.

In the case you've provided let's say we're 50 miles west of LMT at cruising alt proceeding direct to BTG and we receive a clearance direct to KNGDM hold as published (eventually to be cleared on that transition). The crew will first have to get the spelling of the fix KNGDM (from chart or ATC) and get the aircraft pointed in that direction, then reprogram the entire arrival (a few button pushes and cross verifications; select DEP/ARR key, select the planned runway, the HAWKZ 7, LMT transition). That gets loaded and executed and becomes the active flight plan. Then we have to "clean up" the FMS because the initial direct to KNGDM is in the FMS, followed by a discontinuity, and then the entire arrival starting from LMT (with another KNGDM). It would look something like this:

We then proceed direct to the second KNGDM and press HOLD and select KNGDM. We verify the inbound course, quadrant and all that and execute it. Now we're all set up. All the while that is happening we're preparing the cabin crew for descent, checking weather, and briefing arrival. With the hold in place we're also checking alternates and fuel numbers. In a prefect world the data entry takes two minutes but could be more like five considering the number of steps involved and other distractions from the cabin, weather, etc...

This would be specific to the 757/767 too, but most fleet types should be similar.

Pilot 2 Answer:

You may also get some crews who frequently fly in and out of SEA and this would be an easier or more anticipated event and process. So, an additional threat comes when the crew that hasn't flown into SEA in a long time gets this new clearance. With that in mind, it's likely best to assume some level of unfamiliarity. One way to mitigate it in my mind is like pilot 1 said - assign the clearance as early as possible. Another would be using phraseology to assist pilots in finding the waypoint on the procedure - IE - if possible, simply state that KNGDM is on the LMT transition. I would suggest an amended route clearance to the waypoint. THEN giving holding instructions. To me, this would mitigate most of the issues

Question:

Would it be easier if the controller issued a "present position" clearance instead?

Also, it sounds like if the LMT transition was already in your route that entering the published hold at KNGDM would be much simpler since it is associated with that procedure directly. Is that a good characterization?

Answer:

A present-position hold is okay, but again, fall back to what Ben said earlier with regard to workload of the crew at that time. If they're approaching the time when they descend or are already descending, there's great potential for distraction and confusion. It's a fairly easy FMC programming routine but when you add in the other potential activities, it can get dicey fast. Ideally, a hold at a fix at least a few minutes ahead of current flight path is best. I know this is often hard to assign given the dynamics of the TRACON and arrival rates, but most pilots don't unfortunately. Ben and I are working on educating!

Your characterization about flying published hold at KNGDM if already flying the LMT transition is spot-on, yes. Even an unfamiliar crew who is busy should be able to set up the holding pattern in this manner. And we always appreciate "speed your discretion" at beginning or end of the holding clearance even though it may seem obvious. This will give the crew even more time to program the FMC and put out any proverbial fires associated.

Weekly Update 2/24

Hopefully everyone is having a good week. I wish I had more to say about pay. I know many people’s is still messed up, including mine. I was told we are hoping to have it all fixed by PP06. Alex is sending out regular updates about that so just keep reading those to stay in the loop.

We have a new arrival headed our way who will be in the building on 3/4. His name is Carlos Navarrete. Make sure you go say hi to him if you have time.

SECTOR 35

I have gotten zero feedback on how to handle this. I appreciate that you trust me to make all of these decisions for you. I’ll let you know what comes of the meeting next week.

ARTICLE 5 SOLICITATION FOR TRAINING

We are still looking for an instructor to teach Tim Clark and new arrival Carlos Navarette in the labs from April 1-May 3. I know the timing isn’t great with spring break and bid leave. If you want to do this detail but have scheduling issues or bid leave during that time, go ahead let me know anyway so we can see if it is possible to work around your schedule. Even if you are willing to do it for different dates. We can pursue a change in the dates but we are unlikely to get one due to the training department’s tight schedule.

I will add one more piece to this…management has the right to assign work. They absolutely can and will assign someone to this detail if we don’t get a volunteer. I can fight them a little bit on how they change your schedule but if it is within the core/ancillary shifts in the MOU, I can’t do much. Nobody wants this to be a situation where they force someone to do it but this has to get done and management will do that if they have to.

BLUE KEYBOARD BUTTONS

I’m hearing a lot of complaining about losing the space button that has a blue uplink button on it now in the area but I haven’t received many replies to my email about it. If I am going to attempt to make a case to move it, I am going to need to be able to say more than “many people.” I need to say “these 20 people” to even have a shot at effecting change with this. So if you have issue with it, email me.

IST Cadre

We finally got IST back on the books post shutdown. Cadre Training will be 4/23-24 and 4/25-26. Classes will be 4/28-5/11. I need a volunteer to help teach this class. Please volunteer if you can. Reply directly to this email to let me know.

Weekly Update 2/17

Well the government didn’t shut down so that’s good. The National Office sent out a very thorough update on Friday regarding everything going on. I have turned that into a word doc that you can read by clicking HERE. Also, don’t forget that the Dave and Buster’s event is tomorrow from 5-8. Hope to see all of you there! On to the update.

Sector 35

Before I was the rep, in order to stand Sector 35 up, the D-Area agreed to give up the channel 57 (RDM) transmitter site in order support the project. It has been remote muted and basically unused since we began to test the necessity of the site for Sector 14. It will soon be removed from the VSCS mapping.

I also received ZERO feedback on what you guys want to do as far as training or other actions as 35 comes on line. If you decide you have an opinion about what to do there, don’t hesitate to share it with me.

NCEPT

Article 5 Solicitation for Training

We are looking for an instructor to teach Tim Clark in the labs from April 1-May 3. If you are interested in this, please let your supervisor know no later that Feb 22.

During that time period, there will be shifts that are published under guides. Please keep a close eye on those shifts and if anything is compromised due to staffing (short breaks, 2 hours TOP, not getting to debrief) let me know ASAP so I can address it.

Blue Keyboard Buttons

You have probably noticed by now that there are 2 blue buttons on your keyboard. Those are for datalink uplink. There has been some consternation regarding their placement. Particularly the one that has replaced the left most space button on the number pad. I am interested to see how many of you this is an issue for. So please reply directly to this email and let me know if that is the case for you and what you recommend doing with the blue button (removing it, moving it, whatever).

Weekly Update 2/10

All,

Hopefully you are staying safe and having fun in all this snow. WA isn’t exactly known for having good drivers so be safe out there. I’ll address WX EA first and then a few quick items for you guys after that.

Article 19 (WX EA)

I am sure you have all already read it to make sure you know the rules with WX EA but just in case, here is a quick refresher. Here is the text from Article 19:

Section 1

Given the essential nature of FAA responsibilities, employees are expected to make a reasonable effort to report for work during hazardous geological/weather conditions between the employee's home and their duty location; however, they are not expected to disregard their personal safety or that of their family. All employees who are unable to report for duty shall notify their facility as soon as possible. Employees who are unable to report for duty shall be granted excused absence at the time of their request, subject to the review process in Section 2. If requested, employees shall provide information that supports their request for excused absence as soon as feasible after returning to duty. Examples of information are:

  1. oral or written statements;

  2. conditions that the employee encountered;

  3. a synopsis of efforts made;

  4. other information which provides an explanation or which shows hazardous geological/weather conditions prevented the employee from reporting to the facility or compelled the employee to safeguard his or her family against such phenomena.

Section 2

When deciding to sustain or rescind excused absence(s) granted in Section 1, the Agency, during joint review with the Union, shall consider reports from the employee, civil authorities, current meteorological information, news media, official road reports, leave approvals, reduced staffing, or closings at other area government facilities.

Section 3

When the Agency at the local level, after consulting with the Union, determines that hazardous geological/weather conditions exist or are imminent, on-duty bargaining unit employees shall be released as soon as possible, as staffing and workload permit. Volunteers to remain on duty shall be utilized to the extent possible.

Section 4

The Agency retains the right to determine the opening, closing, and use of its facilities during periods of hazardous geological/weather conditions. Subject to security and operational needs, the Parties at the facility may review existing facility emergency readiness plans and, to the extent appropriate, negotiate supplemental procedures addressing the work and family safety concerns of employees during such hazardous conditions.

Section 5

At facilities not in continuous operation, the Parties at that level shall negotiate procedures that employees shall use to notify the Agency in the event that they are unable to report on the opening shift. The procedures shall also establish the method the Agency will use to notify employees in the event that they are not required to report for duty due to hazardous geological/weather conditions.

Section 6

Issues arising from employees who chronically are unable to report to work during these conditions will be addressed utilizing the provisions of Articles 8 and/or 52 of this Agreement prior to more formal measures being initiated.

One big thing to remember is that the excused absence will be approved when you request it but they may go back and ask for supporting information. So if you live at the top of a hill or something like that that would make it harder for you to get to work, I recommend taking pictures and remembering specifics in case they ask. I have not been given any indication that they will be asking for specific info, but per the contract, you need to be prepared for that possibility.

Shutdown/Pay

If you are not on the slack channel, you should be. We are posting info regarding the shutdown and pay as we get it to the slack channel. The information is there, you just gotta go get it. Here are the documents that were shared there and to your FAA Email. As of now this is all we know. Not to add insult to injury but all indicators are trending towards another shutdown on the 15th so please try your best to be prepared for that and let me know if I can do anything to help.

There is also a calculator that Alex shared that will help you determine if you were paid right. Garret has said he is willing to help anyone who needs it with the calculator. You can find that here:

Sector 35

Sector 35 is planned to be online by the end of May. There is some talk that there might be delays in being able to get a frequency for it so it may be a bit longer before it is open and running. Still lots in the works there. What I need to know form you guys is what kind of training, if any, do you want on the new sector. Its impact on us is minimal. The biggest thing I have thought of is if we will want to release control to 5/35 of Redmond landers. Take a look at the attached maps and let me know what you all think. 35 is going to be 150 and below.

Security Investigations

As Alex mentioned in his update, the contractor the agency hired for security investigations is supposed to conduct all interviews in the building and on duty time. I know there has been a rash of interviews that took place on people’s personal time. We are going to try to go back and get you credit hours for any interviews conducted on personal time. So if this applies to you, please let me know the date, times, and location the interview took place so we can work on that. Here is the FIS MOU for your reference. Section 7 is the one that matters most.

Cascade LOA

Weekly Update 2/3

Hey everyone, Happy Super Bowl Sunday. I hope you are all having a solid week. Just a few quick things for you.

Shutdown

Here are a few highlights from the shutdown telcon this week. These were posted in slack as the telcon was happening. Don’t forget to join slack for the most up to date info.

  • The issue of not getting an LES and thus not knowing if they paid us right has been brought up and we are working on a tool to determine if we were paid right.

  • Sharing the $0 pay stubs and hand written letters were vital to us being successful with reopening the government. It really dialed up the pressure.

  • Social Media followings are up between 10%-37% across different platforms from the shutdown. Our message is really getting out there now which is great. This will help us fight the next shutdown.

  • Q1 NCEPT may not happen on schedule but it is still possible for us to get 4 NCEPTS done this year.

Shutdown Leave

So now that we know the OPM guidance made all leave taken during the shutdown essentially free or not charged, I know that many of you want to take leave next time there is a shutdown. I totally understand this and I get it. Just make sure you are requesting leave in accordance with the CBA. More specifically if you had all of your leave bid up for the year and you requested leave the week of the next potentially shutdown, you are now overbid. You will need to go in and cancel leave to accommodate for the new requested leave. Bidding more leave than you have (even if we might shutdown) takes more leave opportunities away from your coworkers. I have gone through and done a quick once over of the dates surrounding the shutdown and I know who is overbid. You know who you are. Management does not yet know about any of this and I would really rather they never be involved. So if you are overbid, please correct that as soon as possible.

Earlier Shift Requests

I have spoken to Lee and the supes and I am encouraging them to be checking the remarks of each shift change request as they address it. So if you have a third swing and your RTS that Angie puts in for you is to an 8, you can go in to the remarks and add a note saying that you will accept any earlier shift. Often times the 14 to an 8 request is denied because they can’t do an 8 but the never look to see if they can do any earlier. The schedule is required to be posted by Saturday at midnight every other week. So the next one will be 2/17 by midnight. Just set a reminder in your phone or wherever to check it and add in those remarks if they apply to you. Hopefully this will allow us to get a few folks returned to something resembling a day shift when people are on leave and the coverage is needed. I would recommend putting a note in all of your swing to day requests saying that you want the earliest possible shift just to cover all of your bases.

Pay

As I am sure you all know, our shutdown pay is still pretty messed up. I know that every person at every level I have spoken to about this is just as pissed off as we all are and they are working to correct it. This has not been a collaborative process and that will be addressed at some point as well. Here is the most recent info that the agency shared about when we can expect the remainder of our money we are owed:

  • Pay period 03 will include pay for January 20 to February 2, 2019, and any retroactive pay for regular hours for pay periods 01 and 02. Overtime and premium pay for pay periods 01 and 02 will be paid on February 26, 2019, pay period 04 payday.

Thats pretty much it. Just one more little thing. The snack fund has been coming up a little short. So if you were waiting until after the shutdown to settle your accounts in the snack fund, go ahead and do that when you can. If the shutdown is preventing you from paying what you owe, just let me know, I got you.

Weekly Update 1/27

All,

Welp, it’s finally over. For now. As I am sure you have all heard, the President and Congressional leadership have reached an agreement to open the government through February 15, 2019. I don’t have much to say this week update wise since the info has been flowing pretty heavily in the wake of Friday’s news. I just want to take the chance to say that I am really proud to be part of group that worked so hard to get us out of this mess. Thank you so much to everyone who volunteered to do leafletting at the airport, attended rallies, wrote letters, made phone calls, volunteered to work credit so we could get our legislative activist off the floor to go to DC…ALL of you made this possible. This is a similar feeling to when we stood strong and defeated the white book. So I attached the logo that was used on shirts and such after that happened to the top of the email. Again, thank you to everyone who worked so hard to bring this mess to an end. Keep your eyes peeled for what you can do to continue to help as we may have to mobilize again in 3 weeks to beat this back again.

I am sure there will be many T&A issues to work through in the coming weeks so keep your eyes on those pay stubs and let me know if I can help with anything. Below is the tentative pay plan you saw in a previous email.

The tentative pay plan is as follows:

Monday (1/28): process straight 80 with a 60% net. Expected deposits on Wednesday- Thursday 

Tuesday (1/29): process straight 80 with a 60% net. Expected deposits on Thursday - Friday

Friday (2/1): process time cards for actual pay with correct withholdings and premiums. 

Friday (2/15): process any outstanding necessary amendments.
